BOROUGH OF DOWNINGTOWN
REORGANIZATION MEETING
JANUARY 3, 2012
The Downingtown Borough Council met in Council Chambers on the above date for their reorganization meeting. Mayor Maxwell called the meeting to order at 7:30 p.m., thanked everyone for attending and introduced the Honorable Jeffrey Valocchi and Honorable Rita Arnold. Judge Valocchi administered the oath of office to Cara DeStefano and Nick Winkler (Council members). Mayor Maxwell administered the oath of office to Alex Rakoff (Council member) and Judge Arnold administered the oath of office to Erin O’Connor (tax collector). Also in attendance were Councilors Brinton, Gazzerro and Feldman, Solicitor Verwey and members of Borough staff.
Mayor Maxwell called for nominations for Council President. Councilor Brinton nominated Councilor Gazzerro, Councilor DeStefano nominated Councilor Rakoff and Councilor Winkler nominated Councilor Brinton. Councilor Gazzerro was appointed President by a majority vote.
Mayor Maxwell called for nominations for Council Vice President. President Gazzerro nominated Councilor Brinton, Councilor Feldman nominated herself, Councilor Brinton nominated Councilor Winkler. Councilor Brinton was appointed Vice President by a majority vote.
President Gazzerro called for nominations for President Pro-Tem. Vice President Brinton nominated Councilor DeStefano. Councilor Feldman nominated herself. Councilor DeStefano was appointed by majority vote.
Appointments
President Gazzerro requested a motion for the appointment of Borough Manager. Vice President Brinton made a motion to reappoint Stephen Sullins; motion carried unanimously.
President Gazzerro requested a motion for the appointment of Borough Solicitor. Vice President Brinton made a motion to reappoint Unruh, Turner, Burke & Frees; motion carried unanimously.
Board/Commission Appointments
Vice President Brinton made a motion to reappoint Dan Castaldi to the DARA Board for a 5 year term; motion carried unanimously.

Duff Alley Extension – Defer
New Business
Approval of Council Minutes (December 28, 2011) – Vice President Brinton made a motion to approve the amended minutes received; motion carried unanimously.
Resolution 2012-01 Borough Signatories – Vice President Brinton made a motion to adopt Resolution 2012-01 appointing Councilors Rakoff and DeStefano as additional signatories for Borough financial accounts; motion carried unanimously.
President Gazzerro announced the cancelation of the January 4th Borough Council meeting. The next meeting will be a work session scheduled on January 18, 2012.
Mayor Maxwell Presentation – Mayor Maxwell presented a proclamation recognizing Mr. Michael Fell for his community service and congratulated him for attaining the Eagle Scout Rank with the Boy Scouts of America.
