NOTICE TO BID
Sealed bids will be accepted by the Borough of Downingtown until 2:00 p.m., Wednesday, November 9, 2016 at the Municipal Government Center, 4 West Lancaster Avenue, Downingtown, PA 19335 for the collection, transportation, and delivery of refuse, bulk solid waste and recyclable material in the Borough of Downingtown, in accordance with the specifications posted HERE or upon request, at the Downingtown Municipal Government Center, 4 West Lancaster Avenue, Downingtown, PA 19335 between the hours of 8:30 a.m. and 4:30 p.m., Monday through Friday or via email.
A pre-bid meeting for all refuse and recycling haulers interested in bidding on the above contract will be held at 2:00 p.m. on Wednesday, October 26, 2016 at the Downingtown Municipal Government Center. The purpose of this meeting will be to address specific questions that individual bidders may have on the specifications, as well as, a detailed explanation of the bidding options. All bidders shall attend this meeting to clarify any questions prior to the submission of the bids.
Bids shall be opened and recorded at 2:00 p.m. on Wednesday, November 9, 2016 at the Downingtown Municipal Government Center. Bids shall be submitted in sealed envelopes and clearly marked “Bid for Refuse and Recycling Collection,” addressed to Stephen T. Sullins, Manager, Borough of Downingtown, 4 West Lancaster Avenue, Downingtown, PA 19335 and shall be accompanied by a money order, certified check or cashier’s good faith check, payable to the Borough of Downingtown, or a bond with a corporate surety in the amount of twenty thousand ($20,000.00) dollars or ten percent (10%) of the first year bid for the bidder’s preferred program, whichever amount is less.
The successful bidder will be required to furnish a performance bond as follows: Year 1: 100% of total contract amount, Year 2: 75% of total contract amount, Year 3: 50% of total contract amount; and Year 4: 25% of total contract amount.
The Borough reserves the right to (1) reject any and all bids or portions thereof, (2) advertise for new bids, and (3) waive any nonconformity in the bids deemed to be in the best interest of the Borough.
