NOTICE IS GIVEN that the Borough of Downingtown will hold a public hearing to consider the designation of the Jefferson Avenue Parking District, which consists of the 100 block of Jefferson Avenue, as part of Downingtown Borough’s Residential Parking Permit Area and to consider the enactment of the following ordinance amending the Code of the Borough of Downingtown, at its regularly scheduled meeting at 7:00 PM on May 2, 2018 at the Downingtown Borough Hall located at 4 W. Lancaster Avenue, Downingtown, Pennsylvania. The proposed ordinance is summarized as follows: AN ORDINANCE AMENDING CHAPTER 199-5C, PARKING, RESIDENTIAL PERMIT: RESIDENTIAL PARKING PROGRAM PROCEDURES, AND ADDING SECTION 199-10, PARKING, RESIDENTIAL PERMIT: JEFFERSON AVENUE PARKING DISTRICT, TO CREATE THE JEFFERSON AVENUE PARKING DISTRICT. Section 1 amends Section 199-5C of the Borough Code to add specific residences in the 100 block of Jefferson Avenue to the Residential Parking Permit Area. Section 2 adds Section 199-10, “Jefferson Avenue Parking District”, which sets forth the individual dwellings eligible for residential parking permits, the number of guest passes issued to each dwelling, the applicability of vehicle exemptions set forth by Section 199-5F, the parking permit program’s applicable times, and the parking district’s required signage. Sections 3 through 6 address validity, repeal, effective date and formatting. The proposed ordinance contains an ending clause indicating the date of enactment and signature lines for the Borough of Downingtown Borough Council, Mayor and Borough Manager/Secretary. An opportunity will be afforded to all interested persons in attendance to address the Borough of Downingtown in the matter of this ordinance. The Bureau of Dog Law Enforcement will be conducting a license canvas in Chester County on May 9th.  Multiple wardens will be going door to door educating dog owners as well as checking the status of their dog licenses and rabies vaccinations.  (more info)
