In 1985, as a result of
continuous growth in the region, an Intermunicipal Agreement was signed by the Borough of
Downingtown and the Townships of Caln, East Caln, Uwchlan and West Whiteland creating the
Downingtown Area Regional Authority (DARA).
The Downingtown Regional Water
Pollution Control Center (DRWPCC) provides Primary, Secondary and Advance Wastewater
Treatment to design flow of 7.5 Million Gallons per Day (MGD). Unit processes include: Flow
Equalization, Screening and Grit Removal, Primary Sedimentation, Nitrification-Activated
Sludge (fine bubble, diffused aeration), Secondary Sedimentation, Mixed-media Filtration,
Chlorination and Post-Aeration. The DRWPCC consistently produces effluent with 98+% BOD
and 96+% suspended solids removals. Solids handling operations include Gravity Sludge
Thickening, Solids Dewatering and Post-Lime Stabilization. The stabilized sludge is
beneficially reused by farm land application.
In 1989 the DRWPCC was awarded the
Class Two Wastewater Treatment Plant Safety Award by the Eastern Pennsylvania Water
Pollution Control Association. It then won the Pennsylvania State Safety Award which was
presented by the Water Pollution Control Association of Pennsylvania.
Each term of office is for a five-year period.
