Welcome to the official web site for the Borough of Downingtown!

Downingtown Borough, a political subdivision of the Commonwealth of Pennsylvania, was incorporated on May 12, 1859.  

Downingtown is experiencing a revitalization with many new projects currently underway, as well as, proposed projects which will enhance our future growth and provide many types of opportunities for our residents. The River Station project, a transit oriented development, is currently under construction by The Hankin Group. The development is located at the former Sonoco Paper Mill site. River Station will provide opportunities for new commercial businesses, restaurants and residential living with easy access to transit and pedestrian trails.

The Municipal Government Complex consists of Borough Administration, Public Works and the Police Department.

  • Administration, Code Enforcement/Zoning and Finance are located within Borough Hall, located at 4 W. Lancaster Avenue; the business hours are Monday-Friday 8:30 a.m. – 4:30 p.m.
  • The Borough Tax Collector’s office is also located in Borough Hall.  The tax collector can be reached at 610-269-0344 ext. 206 or via email.
  • The Public Works Department is located at 8 W. Lancaster Avenue; their business hours are Monday-Friday 7:00 a.m. to 3:00 p.m.
  • The Police Department is located at 10 W. Lancaster Avenue; their lobby hours are Monday-Friday 8:00 a.m. to 4:00 p.m. The Downingtown Police Department provides service to the Borough and East Caln Township.   

The Borough is governed by a Borough Council-Manager form of government. There are six elected Borough Council members and a Mayor elected to serve four year terms. The Borough Manager, appointed by Borough Council, serves as the Chief Administrative Officer and is responsible for the day-to-day operations within the Borough.  The Mayor oversees the Police Department.

The Borough is proud to house two volunteer fire departments who serve the Borough and East Caln Township residents.  Alert Fire Co. No. 1 is located at 122 W. Pennsylvania Avenue and Minquas Fire Co. No. 2 is located at 141 Wallace Ave.  Minquas Ambulance provides Emergency Medical Services to Borough and East Caln Township residents by a highly skilled staff of EMT’s and paramedics.
