RPPA

Only residents living in The Residential Parking Program Area are eligible for these permits. 

The RPPA is:

  • Bradford Avenue (From Viaduct Avenue to Prospect Avenue)
  • Downing Avenue (From Ax Alley to Manor Avenue)
  • Highland Avenue (From Stuart Avenue to Hunt Avenue)
  • Hunt Avenue (From West Lancaster Avenue to Pennsylvania Avenue)
  • Mary Street (From Stuart Avenue to Whelen Avenue)
  • W. Pennsylvania Avenue (From Downing Avenue to Hunt Avenue)
  • Stuart Avenue (From West Lancaster Avenue to Manor Avenue)
  • Viaduct Avenue (From West Lancaster Avenue to Bradford Avenue)
  • West Church Street (From Bradford Avenue to Willow Street)
  • West Lancaster Avenue (From a point 220 feet west of Stuart Avenue west for a distance of 60 feet)
  • Whelen Avenue (From Highland Avenue to Mary Street)
  • William Street (From Stuart Avenue to Whelen Avenue)

How to Apply

Fill out the permit application (click here) and bring to Borough Hall during regular business hours (8:30am-4:30pm). You will be required to show proof of residency, i.e. driver’s license, lease, or recent utility bill. If you have more than one vehicle, please fill out an additional application for each vehicle.  

Permit Guidelines

  • One parking permit per vehicle will be issued. Vehicle must be registered in the Commonwealth of Pennsylvania and displaying valid license plates with a current state inspection certificate.
  • To ensure individuals requesting permits are residents, each application will be reviewed and proof of residency is required.
  • Permits must be applied to the inside of your vehicle’s front window on the lower right corner (passenger side). Permits are only valid when displayed unobstructed.
  • Residents must notify the Borough immediately when a permitted vehicle is no longer registered in the resident’s name.  If a new car is purchased, we will approve the transfer of the permit to the new vehicle. (The permits are designed to peel off and reaffix.)   
  • Two guest permits per household will be issued.  Guest permits shall be used for visitation purposes only within the residential parking permit area.   (Do not allow guests to park their cars and leave the area, use the train or walk to any of the Downingtown Area Schools.) Guest passes must be displayed on the dashboard of the vehicle. 
  • Permits will be revoked if misuse occurs.
  • Lost or stolen parking permits will be replaced at a cost of $2.00 per sticker with the approval of the Police Department.  
  • Lost or stolen guest passes will be replaced at a cost of $1.00 per pass with the approval of the Police Department.
  • 2019 - 2024 Permits expire on 12/31/24.
