NOTICE OF PROPOSED 2020 BUDGET

The Borough of Downingtown announces that the proposed budget for 2020 is now available for public review and inspection at the Municipal Government Center, 4 West Lancaster Avenue, Downingtown, PA 19335 during regular business hours, Monday through Friday, 8:30 a.m. to 4:30 p.m. 

PUBLIC NOTICE

NOTICE IS GIVEN that the Borough of Downingtown will hold a public meeting at 7:00 p.m. on December 4, 2019 at the Municipal Government Center located at 4 W. Lancaster Avenue, Downingtown, Pennsylvania to consider the enactment of the following amendment to the Code of the Borough of Downingtown. At the conclusion of the public hearing the Borough Council and the Mayor will consider enactment and possibly enact the proposed 

Resolution. The proposed resolution is summarized as follows:  

A RESOLUTION OF THE BOROUGH OF DOWNINGTOWN, CHESTER COUNTY, PENNSYLVANIA, LEVYING A GENERAL PURPOSE REAL ESTATE TAX FOR THE 2020 FISCAL YEAR.

Section 1 sets forth a real estate tax in the amount of 7.65 mills, which equals $0.765 oer $100.00 or $7.65 per $1,000.00, shall be levied and collected for the 2020 fiscal year for general purposes, on the assessed value of all taxable real estate in the Borough.

The proposed resolution contains an ending clause indicating the date of enactment and signature lines for the Borough of Downingtown Borough Council President, Mayor and Borough Secretary.    

An opportunity will be afforded to all interested persons in attendance to address Borough Council in the matter of this Resolution. A full text copy of the Resolution is available for public inspection, and/or copies of the Resolution can be obtained for a fee, at the Municipal Government Center at the address listed above during regular business hours, 8:30 a.m. to 4:30 p.m. Monday through Friday (except holidays).

Lancaster Avenue, Downingtown, Pennsylvania to consider the enactment of the following amendment to the Code of the Borough of Downingtown.

AN ORDINANCE AMENDING THE CODE OF THE BOROUGH OF DOWNINGTOWN, Chapter 69, “PARKS AND RECREATION COMMISSION,” §69-3, “Composition; terms; vacancies,” AND MISCELLANEOUS PROVISIONS, VALIDITY, REPEAL, EFFECTIVE DATE AND FORMATTING.

Section 1 amends §69-3 to address the number of members of the Parks and Recreation Commission, residency requirements for membership, terms of membership, and procedure for filling a vacancy.

Sections 2 through 5 address validity, repeal, effective date and formatting.

The proposed ordinance contains an ending clause indicating the date of enactment and signature lines for the Borough of Downingtown Borough Council, Mayor and Borough Manager/Secretary.

AN ORDINANCE AMENDING THE CODE OF THE BOROUGH OF DOWNINGTOWN TO ADD A NEW CHAPTER 217 TITLED, “PLASTIC BAG AND PLASTIC STRAW REGULATIONS” TO REGULATE THE DISTRIBUTION AND USE OF SINGLE-USE PLASTIC CARRY-OUT BAGS AND SINGLE-USE PLASTIC STRAWS; TO ADD FINDINGS, DEFINITIONS, REQUIREMENTS, ENFORCEMENT, PENALTIES, AND EXEMPTIONS RELATING TO THE DISTRIBUTION AND USE OF SINGLE-USE PLASTIC CARRY-OUT BAGS AND SINGLE-USE PLASTIC STRAWS.

Section 1 adds Chapter 217 to the Borough Code which includes §217-1 which sets forth the purposes and findings underlying the addition of the chapter, §217-2 which adds definitions of words and phrases found in the chapter, §217-3 which prohibits the commercial use of single-use plastic bags effective July 1, 2020, §217-4 which prohibits the commercial use of single-use plastic straws effective July 1, 2020, and §217-5 which sets forth the procedure for enforcement and related penalties for violations of the chapter.
