On Wednesday, March 19, 2014, at 7:00 PM prevailing time at Downingtown Borough Hall, 4 West Lancaster Avenue, Downingtown, PA 19335, the Downingtown Borough Council will conduct a public hearing to consider, and immediately thereafter during its regular meeting, decide whether to adopt an Ordinance. The title and the summary of the principal provisions of the proposed Ordinance are as follows: An Ordinance amending Part 1: Administrative Legislation, of the Code of the Borough of Downingtown, as amended, to add Chapter 90, “Borough of Downingtown Human Relations Commission.” Section 1 adds the text of Chapter 90, which sets forth the purpose, statement of policy, definitions, unlawful practices, exceptions, establishment of the Downingtown Human Relations Commission, Commission roles and responsibilities, procedures, right to privacy action and non-limitation of remedies, annual report, and Council review of the ordinance. Section 2 provides for severability if any sentence, clause, section or part of this Ordinance is held to be unconstitutional, illegal or otherwise invalid. Section 3 repeals ordinances or parts of ordinances insofar as they are conflicting or inconsistent with this Ordinance. Section 4 provides for the Ordinance to become effective as provided by law. Section 5 permits General Code to make nonsubstantive numbering and formatting changes. A copy of the Ordinance may be examined and obtained for the cost thereof at Downingtown Borough Hall, 4 West Lancaster Avenue, Downingtown, PA 19335, Monday through Friday, 8:30 AM to 4:30 PM, prevailing time, and certified copies are on file at the Chester County Law Library, 201 West Market Street, Suite 2400, West Chester, PA 19380, and at the Daily Local News, 250 North Bradford Avenue, West Chester, PA 19382.
